Builders Innovation Group has outlined the phases of kitchen remodeling as a tariff increase on imported cabinetry nears. A 25 percent Section 232 duty applies to imported kitchen cabinets and is scheduled to reach 50 percent on January 1, 2027. The company’s planning stage includes early material decisions, such as choosing a kitchen countertop and selecting cabinetry.
The duty took effect on October 14, 2025, under Proclamation 10976, signed on September 29, 2025. The proclamation followed a Commerce Department investigation under Section 232 of the Trade Expansion Act of 1962. Proclamation 11000, signed on December 31, 2025, moved a planned increase from January 1, 2026, to January 1, 2027.

Under Proclamation 11000, the 2027 increase is not to apply to countries that reach qualifying wood product agreements. Proclamation 10976 limits the rate on covered wood products from the European Union and Japan to 15 percent. As a result, exposure to the duty depends on a product’s country of origin and the date it enters the United States.
The tariff schedule arrives as national remodeling growth slows. Harvard’s Joint Center for Housing Studies projects year-over-year renovation and repair spending growth of 1.5 percent by the third quarter of 2027. Its Leading Indicator of Remodeling Activity expects annual spending to hover near $525 billion through that quarter.
The first phase is discovery, which begins with an on-site evaluation of the existing space. The consultation covers layout options and material selections, including cabinetry and countertops. The visit also produces a preliminary budget bracket for the homeowner before any formal plans are drawn.
Design follows as the second phase, and every project goes through it before construction begins. In this phase, the team develops formal 3D designs and engineering plans based on the final scope of work. The team sets the final price during design, before the homeowner signs the home improvement contract.
Preconstruction planning is the third phase and includes permitting. Planning, design, and permitting typically take three to six weeks before physical work begins. The City of Murrieta Building and Safety Division must approve structural alterations, electrical updates, plumbing relocations, and gas line changes. Builders Innovation Group submits the plans and obtains the local building permits on the homeowner’s behalf.
The company’s published ranges describe how long typical projects take, and they do not determine whether the duty applies to a given product. Individual schedules vary with the Construction is the fourth phase, and most homeowners remain in the residence while work proceeds. The company installs containment barriers to limit dust and noise during this period.
The company also helps establish a temporary kitchenette, so homeowners have a place for basic meal preparation, such as putting together sandwiches, while the main kitchen is unavailable during construction. The company’s published construction timeline is six to twelve weeks for most projects.
Quality assurance follows construction as the fifth phase, with final delivery and warranty completing the six-phase process. The company’s service runs from the first consultation to a final walkthrough of the finished space.
